Rash that's spreading on my groin...What is it?

I have noticed a small white bump on the side of by penis shaft and about two weeks ago my right thigh was really itchy....then my left thigh became itchy as well and the rash almost looks like Hives but I'm not sure....it's like a bunch of little red dots, and today I noticed that it spread to my penis head and pubic region. I have had a few of these bumps on my hands and feet but I'm not sure what they could be...I don't think it's scabies or bed bugs so somebody please help!!
